La comisión no permanente de investigación sobre la actuación de los servicios de salud pública y medio ambiental de la Generalitat valenciana, creada el pasado 29 de noviembre en las Cortes valencianas para analizar las posibles responsabilidades que se derivan de los sucesivos brotes de legionella aparecidos en Alcoy desde septiembre de 1999, pone de manifiesto que la alta sensibilidad ciudadana acerca de la enfermedad ha disparado el número de casos (144 afectados y un fallecido), muchos de los cuales pasaban antes desapercibidos como simples afecciones respiratorias.
La comisión también propone la formación de periodistas en temas sanitarios.
La comisión no permanente de investigación sobre la legionella, creada en el seno de las Cortes valencianas y de la que se desvincularon los dos grupos de la oposición (PSPV y EU) el pasado 7 de diciembre, a pocos días de su constitución, probará el próximo miércoles una propuesta de dictamen que recoge todos los antecedentes sobre la enfermedad y formula diversas consideraciones y sugerencias.
El portavoz del grupo popular en el Parlamento
valenciano, Alejando Font de Mora, aseguró ayer a este periódico que las
conclusiones del dictamen propuesto ayer por la ponencia de la comisión de
investigación ponen de manifiesto que «la Administración autonómica a obrado de
acuerdo con los conocimientos que se tenían sobre la materia e incluso se
ha adelantado a la normativa europea sobre legionelosis.
No se derivan, pues, responsabilidades algunas sobre
la Administración, pese a que se ha sobredimensionado el brote desde
diversos ámbitos, tanto políticos como mediáticos», puntualiza Font de
Mora.
El dictamen que será elevado al pleno de la comisión del miércoles y previsiblemente aprobado por la misma subraya, en el apartado sobre la eficacia de la red de vigilancia epidemiológica, que dicha red de viilancia ha funcionado de forma correcta en la Comunidad al detectarse de forma precoz los casos. La comisión y el portavoz popular, Alejandro Font de Mora, coinciden en señalar que la Comunidad ha aplicado con prontitud los nuevos métodos diagnósticos de carácter incruento (análisis de antígeno de legionella en orina) que permiten un diagnóstico rápido y fiable de los casos.
Los expertos de la comisión señalan hacia una evidencia que se antoja como factor de incremento de los casos patológicos. La comisión toma en consideración esa hipótesis de trabajo, según la cual «la sensibilización de la población ante el problema y el temor inducido puede haber hecho que legionellosis leves, extrahospitalarias, que antes pasaban como procesos respiratorios inespecíficos al acudir a los servicios médicos y practicarse los análisis de legionellosis hayan proporcionado nuevos casos ue antes pasaban desapercibidos».
La comisión subraya que el esfuerzo del
dispositivo clínico-epidemiológico ha permitido el diagnóstico y
localización de 144 casos. La precocidad en el diagnóstico ha redundado en
una baja mortalidad. Font de Mora aclara que el índice de mortalidad es en todo
caso más bajo de lo que, según los expertos han indicado en la comisión,
corresponde a los brotes de legionellosis, que es del 5%. La comisión insiste en
que sólo en un caso ha quedado acreditada la relación causa-efecto entre el
fallecimiento del paciente y la infección por legionella.
La comisión propone la formación en temas
sanitarios de periodistas y otros profesionales.

MESTRE

Josep Albert Mestre, alcoyano deputy of the
PSOE/Progresistas group in Cortes, affirmed yesterday that the opinion of the

by legionella in Alcoy. The parliamentarian of Nova Esquerra announced that its

El dictamen de la investigación concluye
señalando que no hay ninguna responsabilidad política y que se creó una alarma
desproporcionada
LA comisión de investigación sobre el brote de
legionella de Alcoy -integrada únicamente por
miembros del PP- entregó ayer a las 2 de la tarde su
dictamen definitivo. En las conclusiones
de este documento se señala que las actuaciones de las
consellerias de Sanidad y Medio
Ambiente han sido las correctas, sin que quepa atribuirles
ningún tipo de responsabilidad política.
Asimismo, afirman que se ha producido una situación de
alarma social desproporcionada
«atribuible a la reiteración de informaciones
alarmistas».
Los componentes de la comisión resumen sus conclusiones en los siguientes términos: «de todo lo anteriormente considerado y concluido se deduce que la actuación de los servicios de salud pública y medioambiental de la Generalitat Valenciana, así como de las restantes administraciones intervinientes ha sido correcta y adecuada en cada momento a la situación planteada, de modo que no cabe atribuir a las mismas ningún tipo de responsabilidad política».
A lo largo de este documento de 35 páginas se
hace un recorrido por las diferentes actuaciones de la
Administración, destacando la corrección de todos los
sistemas de vigilancia y control. Se hace un especial hincapié en indicar que ha
existido una buena coordinación y que las medidas se han tomado con
diligencia.
Tras afirmar que la legionelosis es una enfermedad endémica, se afirma que en la evolución de la epidemia han intervenido factores muy complejos, «pero que no guardan relación con la actuación de las administraciones actuantes en el caso».
También se señala que se han utilizado las técnicas más avanzadas en materia de diagnóstico, lo que ha permitido aflorar casos que antes pasaban desapercibidos o que pueden corresponder a la legionelosis endémica.
En esta misma línea, se afirma que la detección
rápida de los casos ha posibilitado que los índices de mortalidad de la epidemia
se hayan situado muy por debajo de lo que es habitual. Los autores del dictamen
de la comisión
insisten en señalar
que sólo se ha producido una muerte por legionella y hablan de un total de 144
pacientes afectados.
Especial mención merece en el informe la situación vivida en la ciudad, señalándose que «en esta epidemia se ha producido una situación de alarma social desproporcionada atribuible a la reiteración de informaciones alarmistas. Los expertos expresan la necesidad de, en este tipo de situaciones, emitir informaciones ponderadas de carácter tranquilizador hacia la búsqueda de un mejor educación sanitaria a todos los niveles».
Los autores del dictamen -los diputados populares Alejandro Font de Mora y Luis Concepción- cierran el documento haciendo una serie de recomendaciones. En primer lugar, se pide que las fuerzas políticas de la Comunidad Valenciana hagan «un esfuerzo de consenso y lealtad mutua» a la hora de tratar asuntos que tengan que ver con la salud pública. También se hace un planteamiento semejante al referirse a «aquellos sectores y agentes sociales con capacidad para influir en la opinión pública», señalándose que debe primar la objetividad y la ponderación en el tratamiento de este tipo de emergencias. Finalmente, se subraya la importancia de la educación sanitaria para enfrentarse a este tipo de situaciones.
La comisión de investigación sobre los brotes de
legionella de Alcoy se reunió en las Cortes Valencianas entre los días 7 y 14 de
este mes de diciembre. Tras la entrega del dictamen, el próximo día 27 se
celebrará el debate y posteriormente, los resultados pasarán al pleno del
parlamento autonómico.
MESTRE
Intento de minimizar el problema
...Josep Albert Mestre, diputado alcoyano del grupo
PSOE/Progresistas en las Cortes, afirmaba ayer que
el dictamen de la comisión de investigación intenta «minimizar» el grave
problema ocasionado por la legionella en Alcoy. El parlamentario de Nova
Esquerra anunció que su grupo va a estudiar con detenimiento este documento y a
confrontar su contenido con los contactos realizados hasta la fecha.
Mestre criticó el hecho de que el dictamen se
entregara ayer y afirmó que habría sido más
adecuado hacerlo el viernes. Asimismo, Josep
Albert Mestre acusó a los autores de este dictamen de «sacar de contexto» muchas
de las declaraciones de los expertos, con el fin de adaptarlas a las tesis del
Partido Popular.
Sanus frenó iniciativas del PSOE
La única referencia negativa de todo el informe es la que se hace al edil de EU Lluís Torró
A la vista del contenido del dictamen, se puede afirmar que el ex alcalde socialista de Alcoy, José Sanus, era el auténtico «testigo estrella» de esta comisión investigadora. Sus intervenciones son utilizadas profusamente para rebatir las posiciones del PSPV y, sobre todo, para criticar la ausencia de la oposición en la comisión investigadora.
Los autores del dictamen señalan que los argumentos del PSPV habían sido negados por Sanus y recuerdan, de paso, que éste ostentó el cargo de presidente del grupo parlamentario socialista. En otro punto del informe se afirma literalmente de que Sanus «había informado a los parlamentarios del grupo socialista de la sustancial correción de las actuaciones que las distintas administraciones estaban llevando a cabo en Alcoy y al desaconsejar alguna iniciativa parlamentaria que se le planteó por la portavoz de Sanidad del grupo socialista».
Las intervenciones del ex alcalde Alcoy también se utilizan de forma reiterada cuando se analiza en el informe la coordinación entre las diferentes administraciones. Se dedica casi una página entera a flejar la intervención de Sanus ante la comisión, en la que dijo que Generalitat y Ayuntamiento habían actuado con corrección.
Cabe señalar, como dato altamente significativo, que las únicas referencias negativas en todo el dictamen de la comisión investigadora son las que van dirigidas a Lluís Torró, edil de EU que ocupó las concejalías de Aguas y Medio Ambiente durante los dos primeros brotes de legionella. Al referirse a Torró se dice que «no tomó ningún tipo de iniciativa, limitándose a tener noticia a través de los informes que se le facilitaban por los técnicos».
Peralta
En otro orden de cosas, el alcalde de Alcoy Miguel
Peralta señaló ayer que no disponía de suficientes datos para
informar sobre el último afectado de legionella. En cualquier caso, sí precisó
que el enfermo
no había sido
ingresado en el Hospital ya que acudió a un centro de salud y está siendo
tratado en su propio domicilio.
El alcalde no descartó que puedan surgir nuevos casos,
pero tanto el Ayuntamiento de Alcoy como las consellerias implicadas seguirán
aplicando el plan de choque contra la legionella durante los dos próximos años»,
afirmó Peralta.

El PSPV califica de ocultista el informe de la
Comisión de la Legionella

Las portavoz
de Sanidad del PSPV-PSOE en las Cortes Valencianas, María José Mendoza, calificó
hoy de "ocultista, autoritario, antidemócratico" y de estar "más preocupado por
justificar" al Gobierno que "por plantear soluciones" el informe que la
comisión
parlamentaria encargada del estudio del brote de legionella en Alcoi
presentó ayer en el registro de las Cortes, para su votación elpróximo día
27.
Mendoza, en declaraciones a Europa Press, criticó, asimismo, que
eneste informe no se planteen responsabilidades políticas y que se
pida"ponderación y objetividad" a los agentes sociales, "cuando les hannegado
sistemáticamente la información y la participación". Ladiputada socialista,
además, señala que se "manipula tanto lainformación documental como las
declaraciones de los expertos concompetencia en el tema, como son los del
Instituto Carlos III".
En este sentido, afirma que se "obvian" sus
declaraciones que hacíanreferencia a la "falta de coordinación y de dirección
técnica ypolítica". A pesar de que el informe exime al Consell de
toda
responsabilidad, la actuación del Gobierno Valenciano, según Mendoza,"no
ha sido correcta ni adecuada". Así, insistió que resulta"imprescindible" que los
consellers de Sanidad, Serafín Castellano, yde Medio Ambiente, Fernando Modrego,
presenten su dimisión, y que "el
presidente Zaplana responda de sus
responsabilidades políticas porqueno los cesó en su momento".
El informe
presentado ayer en el registro de las Cortes elaboradopor la Comisión de la que
sólo forma parte el PP, concluye que "laactuación de los servicios de salud
pública y medioambiental de laGeneralitat Valenciana, así como de las restantes
administracionesintervinientes ha sido correcta y adecuada", por lo que "no
cabeatribuir a las mismas ningún tipo de responsabilidad política".Recoge,
asimismo, que los sistemas de vigilancia epidemiológica "hanfuncionado con
eficacia", y que la coordinación entre lasadministraciones ha "sido la debida" y
han actuado con "diligencia".
Sin embargo, indica Mendoza, "en ningún
momento han planteado que hace falta una actuación de transparencia informativa
a la población y a los otros grupos políticos y se incumple la normativa
europea en relación a la comunicación de los problemas que puede tener la red
de
abastecimiento de agua potable". Así, afirma que el "ocultismo" del
Gobierno valenciano "ha creado alarma social", y que demuestra que "están más
preocupados por justificarse que por buscar soluciones".
En este sentido,
indicó que los populares "han utilizado modos autoritarios y antidemocráticos".
Las conclusiones se refieren a que ha habido una importante dotación de recursos
humanos, señala Mendoza, pero esto "es absolutamente falso, porque sólo a partir
del 16 de noviembre se maximizan recursos para localizar fuentes de infección".
Afirma, asimismo, que se han utilizado las recomendaciones sanitarias más
actualizadas, pero es que "estaban obligados a ellos".

recrimina a los socialistas por abandonar la comisión de la
legionella
VALENCIA.
El Bloc Nacionalista Valencià coincidió
ayercon sus compañeros de oposición en que el dictamen de la comisión de
investigación dela actuación de la Administración en la epidemia de legionella
en Alcoy «es unafarsa.
El presidente del Bloc, Ferran Puchades,puso en
cuarentena algunos de los datos que ofrece el informe, que será aprobado hoy por
la comisión de investigación, y responsabilizó al presidente del Consell,
Eduardo Zaplana, por su incapacidad para afrontar los problemas reales de
los
ciudadanos. No obstante, Puchades recriminó con dureza a los socialistas
por haber abandonado la comisión de investigación y compartió la valoración de
los populares. «El Partido Socialista ha hecho un flaco favor a los ciudadanos»,
consideró Puchades, quien calificó la salida de la
comisión de «poco
leal».
EL FIN DEL BROTE
El conseller de Sanidad, Serafín
Castellano, celebró la bondad del dictamen y apuntó que «ante la ausencia de
nuevos casos se podría dar por cerrado el brote de legionella.
Castellano
manifestó que el último caso diagnosticado, el pasado viernes, es aislado. El
PSOE y EU insisten en que el informe está viciado.

LOS diputados del grupo parlamentario del PP en las Cortes Valencianas aprobaron ayer en solitario el dictamen de la comisión de investigación sobre la legionella, cuyo contenido avala la actuación «eficaz y coordinada» del gobierno valenciano en la detección y control de esta enfermedad en Alcoy. El ponente, el diputado del PP Alejando Font de Mora, reiteró que no se ha acreditado el origen del brote, pese a que todo apunta que fueron las torres de refrigeración.
El dictamen fue aprobado con los ocho votos de los parlamentarios populares, único grupo presente en la comisión durante los trabajos de investigación después de que los diputados de PSPV y Esquerra Unida la abandonaran.
Font de Mora argumentó en forma de conclusiones que las administraciones públicas «no han tenido ninguna responsabilidad política», ya que los sistemas de vigilancia epidemiológica «han funcionado con eficacia» y se ha actuado con «diligencia» para erradicar y prevenir los brotes.
La normativa legal aprobada por el Consell ha sido «pionera» en España, dijo Font de Mora, y aunque en la evolución de la enfermedad han intervenido «factores complejos» éstos no guardan relación con la actuación del gobierno valenciano.
El portavoz popular afirmó que el abandono de la comisión del grupo socialista «sólo puede explicarse por su incapacidad para afrontar la realidad de una investigación en la que sus argumentos han sido contradichos por científicos independientes y por responsables políticos de su propio partido en Alcoy, como el ex alcalde Josep Sanus».
Esta actitud, afirmó Font de Mora, «sienta un precedente» que condicionará la posible creación en el futuro de nuevas comisiones de investigación. Esta comisión, manifestó, ha dispuesto de un amplio corpus documental facilitado por el Consell, constituido por unos 300 documentos, y ha contado con las comparecencias de personas solicitadas por todos los grupos, por lo que «se ha dispuesto de la información suficiente para cumplir los fines por los que fue creada».
Alejandro Font de Mora aseguró que el informe epidemiológico elaborado por la Dirección General de Salud Pública y el Instituto Carlos III del pasado mes de abril se trasladó a las autoridades municipales de Alcoy y «se tradujo en una serie de protocolos que se aplicaron a la situación existente».
Recalcó también que los expertos señalaron la existencia de casos esporádicos de legionella no ligados al brote que «hay que valorar a la hora de presentarse nuevos casos» y recordó que esta enfermedad es «bastante común» en España al ser la segunda causa de neumonía.
En este sentido, el documento dice que la legionella tiene menos mortalidad que la gripe y que «la alarma social artificialmente creada» ha resultado un motivo de preocupación en Alcoy que «resulta desproporcionado respecto a la potencialidad agresiva de la enfermedad».
El dictamen de la comisión destaca la «prontitud» en la detección de los casos y la aparición hace un año y medio de un nuevo método de diagnóstico que antes no existía y que «puede haber hecho que el número de diagnósticos de legionella aumente».
Respecto a la coordinación del Consell, Font de Mora destacó que sólo uno de los expertos la puso en duda -Ferran Martínez, del Centro Nacional de Epidemiología- pero, matizó, introduce esta opinión «con el advenimiento del Estado de las Autonomías y localiza esta quiebra en el momento en que la administración socialista desgajó las competencias de Sanidad Ambiental de la conselleria de Sanidad».

Peralta reclama al PSOE que deje el foro cívico
El alcalde de Alcoy, Miguel Peralta, se felicitó ayer por la aprobación del dictamen, cuyas conclusiones valoró como «positivas para el Ayuntamiento porque ratifican lo que ya sabíamos: que desde que soy alcalde se ha actuado de forma coordinada con la Generalitat».
Tras reconocer que con el anterior gobierno del PSOE «también se actuó bien», invitó a este partido «a que deje de hacer foros y se ponga a trabajar en beneficio de la comarca y de Alcoy. Lo importante es esto, pero no lo harán».
El alcalde, asimismo, calificó de «lamentable» la actuación en este tema de «los socialistas a nivel autonómico» y la del «nuevo secretario comarcal, por sus críticas».

Los portavoces del grupo parlamentario socialista, Ximo Puig, y de EU, Joan Ribó, afirmaron que la comisión ha generado una «montaña de incertidumbre» y ha finalizado sus trabajos con un «panfleto» en el que no se explica que «algo ha fallado» en la actuación de la Administración.
Ximo Puig -en una comparecencia conjunta con el portavoz de EU, Joan Ribó, y los diputados socialistas María José Mendoza y Josep Albert Mestre- aseguró que, tras los trabajos de la comisión «trampa» de investigación, «sólo queda una montaña de incertidumbre sobre cómo se resuelven los problemas de salud pública» y se demuestra que «no se quería llegar al fondo».
Los socialistas hicieron público además un documento en el que cuestionan cada una de las conclusiones del dictamen, y concluyen que existió una «falta de dirección técnica y política» por parte de la Generalitat, que «evidencia que las actuaciones no han sido ni correctas ni adecuadas» y que «existen claras responsabilidades políticas que exigirían la dimisión de los consellers de Sanidad y Medio Ambiente».
El portavoz socialista aseguró que la comisión «ha concluído con el resultado prescrito que había antes de comenzar», y criticó que la «máxima autoridad» que se cita en el dictamen final elaborado por los populares sea, dijo, el ex alcalde socialista de Alcoy Josep Sanus, al que se le da «más importancia» que al conseller de Sanidad, Serafín Castellano, cuya comparecencia no se menciona.
El portavoz socialista aseguró que «para este paripé no hacía falta una comisión de investigación», y reprochó que el dictamen se «olvide» de explicar que la oposición abandonó sus trabajos porque «no existían garantías suficientes» y no quería «hacerle el juego a un gobierno a la defensiva, que no quería ser investigado». Puig aseveró que ha existido «ocultación manifiesta» de información por parte del Consell.
Por su parte, el portavoz de EU, Joan Ribó, afirmó que «el hecho de que el brote de legionella en Alcoy dure ya 15 meses, cuando en Alcalá de Henares duró 45 días demuestra que algo ha fallado» en la actuación del Consell, pero «la pseudocomisión no lo explica». Ribó criticó las alusiones del dictamen a la «alarma social» generada por los medios de comunicación, e indicó que «sin la legionella mediática continuaríamos teniendo la de verdad».

El informe, elaborado exclusivamente por los miembros del PP, ya que la oposición abandonó la comisión tras su constitución, fue debatido y votado con la sola presencia de los ocho diputados populares. La oposición sí participará en el debate del dictamen en la sesión plenaria, según informaron fuentes de ambos grupos.
El dictamen concluye, tal y como adelantara La Verdad, que «la actuación de los servicios de salud pública y medioambiental de la Generalitat Valenciana, así como de las restantes administraciones intervinientes, ha sido correcta y adecuada en cada momento a la situación planteada, de modo que no cabe atribuir a las mismas ningún tipo de responsabilidad política», según los contenidos expuestos hoy por el portavoz popular, Alejandro Font de Mora.
El informe de la ponencia ha sido redactado por el síndic del PP en las Cortes, Alejandro Font de Mora, y por el vicesecretario del grupo parlamentario, Luis Concepción, a partir de los resultados de las 16 comparecencias efectuadas en el seno de la comisión, y de los alrededor de 300 documentos aportados por la Generalitat sobre el brote. Font de Mora subrayó que «se ha evitado insertar manifestaciones de la propia Administración investigada» –las consellerias de Sanidad y Medio Ambiente– para dar mayor «solidez» al documento.
El dictamen establece que los sistemas de vigilancia epidemiológica «han funcionado con eficacia en esta situación epidémica» y la coordinación de las administraciones a lo largo de todo el proceso ha sido la debida, así «como la diligencia en la toma de las medidas tendentes a erradicar y prevenir los brotes».
Para ello, se apoya en declaraciones como las efectuadas por el ex alcalde socialista de Alcoi Josep Sanus, quien, según señaló Font de Mora, había informado previamente al PSPV de la «sustancial corrección» de la actuación de las administraciones.
